The general condition of livestock development shows that there is growth in the economic, technical and functional aspects. In addition, livestock development has had an impact on food security, employment, and an increase in the people's economy

Even though livestock products are an important source of animal protein in educating the nation, livestock in Indonesia still faces essential problems. The deficit in exports and imports of livestock products has not been matched by domestic production. In addition to the local livestock resources that must be continuously improved, it is necessary to strengthen the ability of the competency-based livestock workforce so that they can be globally competitive and obtain adequate rewards and added value. This must be addressed immediately, especially in relation to the challenges of globalization in the 21st century and the new paradigm in the agricultural human resource competence standardization approach. It is hoped that Indonesian livestock products will have global standards. This will support government programs in the field of animal husbandry and animal health, namely the fulfillment of livestock-based food and livestock agribusiness with the aim of increasing livestock-based food production, increasing the competitiveness of livestock, and increasing the welfare of breeders.

One aspect that is very critical in the success of the livestock and animal health program is strengthening livestock cultivation to produce food, industrial raw materials and other community interests in a place on an ongoing basis. In this context, aspects of livestock production have become the basis of life and livelihood for people spread throughout Indonesia. However, this has not been strengthened by the availability of a competent workforce, especially in the livestock production sector. Work competency in livestock production does not yet have standard standards in the form of the Indonesian National Work Competency Standards (SKKNI). Therefore, the preparation of SKKNI for livestock productivity is deemed necessary and urgent to serve as a standard reference for standard criteria for stakeholders, especially in the field of livestock productivity. The competence of the workforce in the field of livestock production is proven by a competency certificate obtained through a competency certification test. The competency certification process is a work ability test that includes aspects of knowledge, skills and/or expertise as well as a professional work attitude.
